That base hp is actually a lot for a 4* character. For reference, Kuki lvl90 hp is 12k+, it's lika a lvl80/80 Zhongli or a 80/90 Kokomi! And Diona whose potential is based on hp has only 9k(!!) hp at 90. So Kuki can reach 40k+ hp easily.
She might be great support for Eula.
