I think the reason they didn’t add animations is because it would’ve just been TOO COOL, I mean, how much more exciting would it be to finally pull that character?
If we're going by transitions alone, then I'd say Tartaglia wins, hands down. If we take into account the music during the transition, then I'd say the best is either Hu Tao or Raiden Shogun.

It feels like Kokomi transitioned to 2d a few frames too soon. She doesn't get into her pose before her splash art shows up and it's kinda jarring.

Venti and eula have the smoothest transitions
Every other characters : same movement for smooth transition from 2d to 3d
