Never take any damage numbers from Private servers seriously. It can be manipulated, even if they show you the build. I'm not saying they're faking it but this, along with general bugginess of it makes these unreliable.
I think that with 4 sets of lightning, the cooldown time of skills during elemental explosions would be reduced by the effect, making a cooldown time of 1 second possible.

For now his damage is pretty average since he doesn't really have any supports who will work with him properly and he needs like a 20s on field time or something. With time and better Dendro support units he will do much more.
I believe that hoyo designed him to pair well with dendro element not for pure electro damage like raiden or any other electro dps. I will still pull for him till c3 since he was one of the OG characters shown in the trailer. I will come back to give y'all feedback on this character once he is released and of course I don't speak for the entire community just pull any char you wish.

Can u try with c6 sucrose(4 VV) c6 yunjin and dendro(nobless) In my opinion this is the best team for cyno maybe sucrose with 2 dendro

His max dmg in his burst is 12k, seriously wtf I know this private server dmg are fake but still my support bennett’s burst does more💀

Cyno is built on EM but I will still play it on ANG% mainly with 4pc EM set and good EM subs as I don't like the pure EM build on electro

Just a 5 star razor still weak. Just way cooler
His DMG seems a bit underwhelming when compared to raiden. I will use him with Yun Jin, kazuha, and DMC and let's see his max DMG .
