I'd argue Rosaria is worthwhile getting for F2P players who grind Mining/Artifacts in order to save time with the 10% speed boost. Add two Anemo characters to the team for an additional 10% speed boost & Kaeya or Razor for stamina consumption decrease and you've got a very efficient exploration team.
You know reruns are good for the game since there are players out there who started playing AFTER those banners came out. So this is now a chance to get those characters.
Nothing is worse for a game then new players entering and seeing tons of cool stuff that they can never get because it was in some special event they missed.

Just hoping this 1.4 gonna lit back my passion on the game. Honestly, I enjoyed the game so much better when I only bought monthly pass, then the Homeless banner hit and I bought every X2 just to get nothing I want. I felt so disappointed and had no motivation to even open the game for days. Now I just take this as a lesson, and enjoy the game for what it offer and saving only for waifus I really want. At the end of the day, I realized I enjoy watching my characters doing stuffs on screen rather than big pp numbers.

The only good thing about 1.4 is the hangout event series. Not because I just love the characters, but because IT'S A PERMENANT content, and i believe they will add more characters in the future.
