The reason that they're announcing him now is because the 2.8 beta is about to go live so Hoyoverse needs to reveal him before the leakers do. He's also the first male catalyst user.

honestly his design is underwhelming, probably just me tho
other genshin characters' designs tell you what they're all about, like hu tao, yoimiya, kazuha, and jean. heizou is just…idk. he doesn't look like a smart but mischievous prankster detective guy the way he was described, he looks like he wants to join itto's gang. just seems like they designed him JUST to look cool without taking into account that he's a detective (his overall vibe, i mean. yes i know about the jitte)
