also i believe the kids running is Yi Zhu and Yi Xian you can find them on one of the bridges in the air where Yi Zhu (the big brother) is trying to get his sister Yi Xian to stop crying, the reason she is crying is because (its atleast implied) that their mother is dead, you can also find Yi Zhu by Changshun the merchant when its night

Honestly I was hoping for Timeus making a Cameo with Ying'Er this lantern rite somewhere after seeing she was alone this year.
All of these details brought Liyue to life even more than before; we see many of the characters and NPCs enjoying themselves at the festival, celebrating and enjoying their vacation.

Hot take: Vlad and Nadia is the only canon couple in Genshin Impact currently (which means they are intended and confirmed by Mihoyo), all the other ships (Ning/Beidou, Sara/Itto, etc) are all otps.
