I dont think they said reruns- unless i read wrong. I think it said if they've appeared in character wish 1 or character wish 2 at least 3 times, theyre elligible.

We all have a toxic relationship with hoyo, like we get near nothing completing quests and exploring everything, but still we are grateful, even if hoyo would give us 5 free primogems we would be way more thankful then we should😅😂😂
