Though it's highly likely someone we never meet before then be revealed for a surprise twist so maybe Diluc father or someone else but there's also one thing that literally everyone overlooked, the robot mecha that with Sandrone. It's highly likely being controlled by Sandrone but what if the twist is not only it's autonomous but it's also a harbinger.

Im sorry? The hand holding the flame to me is The Knave, director of the House of Hearth. A hearth is a place where a fire is lit, so it makes sense for The Knave to hold the flame.

This theory seems to be gaining ground. Third time I saw a video of this same theory and with almost exactly the same evidences pointed out. Same thing happened before with La Signora being the crimson witch.
Diluc's father indeed used the delusion but there wasn't a single clue which indicates that he was one of the fatui harbinger or he is though he is dead. So I don't think creepus is the 10th
