An actual shield and better dendro application is all they had to give him. We have too many healers already.
Baizhu is a liyue character. Liyue represents China and since Hoyoverse is a chinese company, all characters of liyue are strong. Trust me if he is weak right now, he will get buffed later.
Currently Baizhu's kit does not seem unique enough to offer a different gameplay experience compared to Yaoyao. Maybe Fontaine characters will make them better (including Dehya) but that's unlikely.

that's what everyone said about Alhaithem being dendro Kequig and now I regret not pulling for him :') every character is unique in a way and we can't expect a healer/shilder to deal insane damage all at the same time 
I think Hoyoverse already released lots of meta characters both 4* and 5* so they can be accessible to all types of players and what we need now is fun characters rather than strong
