Almost everything is in the artifacts and weapon. Sure you get a good boost from levels and a big boost from leveling talents. I'd be willing to bet this ayaka would be beyond godly if she was leveled up but is just fine without it.
I'm gonna change my 4pc Blizzard to 2pc Noblesse + 2 pc Blizzard but still knowing I could never be this Ayaka 😭

Although mine is level 90 but she is built best as f2p. She has 2.1k atk, 4pc Blizzard strayer set, 155% er, 33 em and crit 61/160. And weapon she uses is that inazuma forgeable sword don't remember it's name. She does like 11k each tik on her burst and charge atk 5k each.
I only used amenoma, I don't hv sword *5 for her. So I can't get that many crit rate. Only 35% and cdm 213%.
But it's already good cz I hv shenhe
